Hi guys im just going to ask that if my skill mastery is only 3 and i have like 4 blue star on 1 skill…. if i level up the skill with 4 blue star without upgrading skill mastery would it still be possible to be my top skill?
Yes, but you wont be able to reinc until you replace the top skill, or upgrade skill mastery to 5.
