I’m not exactly sure what you’re trying to say, but higher level mining does result in faster mining.

Higher mining = better “success” chance each swing, resulting in less fails, which means you get more mats faster.

Combine that with packrat to carry more mats each trip to gather mats even faster by not burning time going back and forth to your base.
